So perhaps the Tremere made some kind of lesser artifact through a ritual that could band an infinite or predetermined number of Thin Bloods (and only thin bloods) which would only be apparent through a low level of auspex. However, there would be a kind of branding that would not be Masquerade endangering - and that is something similar to the invisible marks given to the Tremere anti-tribu. And once you do, the entire thing falls apart. It's likely one of those things that sound cools, but details were never given any thought.
